Hyderabad: Amidst nearly two lakh Dharani applications from land owners and farmers awaiting clearance for land-related problems by District Collectors and several writ petitions filed in the Court against Dharani’s non-resolution mechanism, real estate developers are pinning hopes on Bhu Bharati, the new land records portal, for increasing investor confidence in emerging and semi-urban corridors of Telangana.
Naredco (National Real Estate Development Council) Telangana, a real estate representative body, said that consultative approach and stage-wise implementation of Bhu Bharathi, currently in Beta testing phase in three districts, will address problems that arose with introduction of Dharani portal.
President of Naredco Telangana, Vijaya Sai Meka told Bizz Buzz that the government is also mulling to conduct Revenue meetings at Mandal level wherein Dharani complainants can personally represent their land record-related case resulting in getting it resolved at the State level, itself.
Moreover, with the introduction of Bhu Bharati, complainants will have to initially pay an application fee only, and after it is resolved an amount will be collected depending upon the service provided, he added.
Citing an example of fees collected by the previous government through Dharani, Meka told Bizz Buzz, “Depending on the valuation of the problem to be solved, our Naredco member ended up paying a fee of Rs 2 lakh. If the issue is not resolved, there is no mechanism for refund of money.
This means if we apply again we have to pay a fee again, so our members have stopped filing an application. With more than three lakh pending cases I am not sure how much fees Dharani has collected. Wisely, now they have to refund the money or solve the issue without collecting any further fees.”
Speaking about the failure of Dharani portal, Meka pointed out that, “Property registrations were initially stopped for 10 days, which went upto four months before Dharani portal was launched. There was land-related data available which could have been implemented in Dharani.
BRS government did not hold any dialogue and migrated to new platform without understanding its consequences. The current Congress government has consulted legal experts, industry bodies, developers and other stakeholders before revamping the Record of Rights Act and rolling out Bhu Bharati.”
When asked about Dharani-related issue resolved by the BRS government, Meka informed, “One of the issues resolved was registration of General Power of Attorney, which was missing when Dharani portal was introduced. After following it up continuously with the government for nearly two years, this matter was resolved.”
